Abstract

Learning quality is an important indicator of educational success that is influenced by the effectiveness of management strategies and human resource development. In Kaimana Regency, the implementation of the free education policy has expanded access to education; however, improving learning quality remains a significant challenge. This study aims to examine the effect of management strategies on learning quality through human resource development and to investigate the moderating role of the free education policy in senior and vocational high schools in Kaimana Regency. A quantitative approach with a survey method was employed involving 105 teachers, principals, and educational staff selected through purposive sampling. Data were collected using questionnaires and analyzed through Moderated Regression Analysis (MRA). The results indicate that management strategies have a positive effect on both human resource development and learning quality. Human resource development significantly contributes to improving learning quality, while the free education policy strengthens the influence of management strategies on learning quality. These findings highlight the importance of synergy among effective school management, continuous human resource development, and the implementation of educational policies in enhancing the quality of secondary education.
