Abstract

The  Teaching materials are essential components in the learning process, yet many higher education institutions still lack innovative, student-centered instructional resources that align with Outcome-Based Education (OBE) curricula. This study aimed to develop and validate Project-Based Learning (PBL) teaching materials for English courses at the Faculty of Sports Science (FIK), Universitas Negeri Medan, and to evaluate their effectiveness in enhancing students' English competence. This research employed a Research and Development (R&D) approach using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). The sample comprised 300 second-semester students from the Physical Education, Health, and Recreation program who were enrolled in the English course. Data were collected through needs analysis questionnaires, expert validation instruments (content and media experts), and student response questionnaires. Data analysis utilized descriptive statistics with a five-point Likert scale conversion. Needs analysis revealed that 100% of students found the "Break-Down" technique helpful for understanding English materials, 70% were willing to engage with the developed learning media, and 90% expressed interest in PBL-based materials.
